Senior Executive, Procurement Services (Subcontracting) (Pasir Gudang)
Job Purpose
• Plan, execute and implement subcontracting for projects in a set cycle time within the approved budget and available resources in accordance to the Company’s procedure and client’s specifications.
Job Responsibilities
• Manage, Execute and implement synergized supply chain plans, strategies, roadmap, initiatives and procurement tools (PA/FA/Price List, etc.) to bring down overall costs (materials & services) and enhance product/service reliability and meeting project deliverables requirement thorough monitoring and checking.
• Lead and manage the specific assigned project’s budget and optimize the team’s budget utilization to ensure that expenses are within approved budget.
• Ensure that individual performance measurement criteria/indicators based on industry best practices and benchmarking to ensure continuous improvement.
• Consolidate Service Request and execute the process to produce Service (SO) in accordance to the Company’s procedure – Contracting Strategy (CS), Approved Source
List (ASL), Request for Quotation (RFQ) or Invitation to Bid(ITB), Technical Bid Evaluation (TBE), Commercial Bid Evaluation (CBE), Negotiation and Award/Execute SO amendment (if any) for any variation after SO is issued.
• Work and collaborate with the objective to maximize resources utilization & cost savings, obtain highest quality & timely delivery, ensure smooth operations and achieve business goals.
• Comply and adhere SCM policies, procedures and guidelines that will facilitate consistency in approach and professional conduct of affairs; process integrity; compliance with regulatory, group and safety guidelines as well as industry best practices and meet corporate goals and objectives.
• Manage and comply with SCM policies, procedures, guidelines and governance that will facilitate consistency in approach and professional conduct of affairs, process integrity, compliance with regulatory, group and safety guidelines, industry best practices, corporate goals and objectives and improve risk management.
• Lead and manage plans and strategies to establish specific PPM tendering process, procedures, guidelines to ensure overall pre and post-award project procurement, subcontracting and material management activities conducted in compliance with Company & Client’s regulations and requirements.
• Undertake SCM improvement initiatives such as preparation of Guidelines, Procedure, FA and Price List to achieve divisional excellence and improve Supply Chain processes, current work style, practices, policies, procedures, etc that would result in measurable cost and non-cost benefits and at the same time design and manage comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities.
• Maintain close relationship with relevant parties (e.g. Client, Project Management Team, Engineering, QHSE, QA/QC and other departments or sections within SCM Division, etc.) and vendors/contractors to facilitate smooth connection within parties to deliver the divisional objectives
• Develop and maintain relations with vendors to gain cost competitiveness through encouraging response for sourcing activities in the short team and medium term and identifying capable vendors as potential partners in the longer term.
• Maximize cost savings through well-prepared negotiation process.
• Develop and maintain database of price trend, in-house workforce/facilities and subcontractors to allow for effective negotiation and support during bidding and tendering process (when required).
• Provide value added service to customers by proposing substitute or any other solutions to save cost of for faster delivery.
• Take charge of self’s continuous professional development to enhance competency and capability in providing supply chain services that meet or exceed the required competency and performance standards.
• Promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mind-set with the objective of improving productivity, maintaining standards of service, promoting industrial harmony as well as instilling discipline and integrity.
• Support HSE initiatives and promote good HSE practices among colleagues to develop HSE as work culture.
• Participate in SCM walkabout and report any findings and submit recommendation for improvement to SCM management.
REQUIREMENT
• 7-8 years of experience in Contracting, Procurement and Supply Chain Management, preferably in oil and gas industry, shipyard or related marine industry.
• Degree in Engineering, Science, Business Administration, Management, or other professional related qualification preferably in Supply Chain Management field.
